基于国土空间规划的历史文化遗产保护利用的思考--以海南岛为例

Thoughts on the Protection and Utilization of Historical and Cultural Heritage Based on Territorial Spatial Planning:A Case Study of Hainan Island

文章通过梳理国土空间规划关于历史文化遗产保护的相关要求,针对当前遗产保护利用存在的问题,构建历史文化遗产保护利用的四个体系;并以海南岛为例,从价值认知、保护安全格局、规划传导和衔接、保护活化利用和创新体制机制等方面进行分析,提出规划师在历史文化遗产保护利用中应有的责任和担当。

By combing the relevant requirements of territorial spatial planning for the protection of historical and cultural heritage,this paper constructs four systems to address existing problems in the fields.Taking Hainan Island as an example,the paper considers aspects such as value recognition,protection and security pattern,planning transmission and integration,protection,revitalization and utilization,and innovation of institutional mechanism.It also puts forward the responsibilities of planners in the protection and utilization of historical and cultural heritage.
