空铁联运合作策略优化研究

Study on Optimizing Cooperation Strategy of Air-rail Intermodal Cooperation

旅客联运是整合多种运输方式的比较优势,支撑经济高效流通的运输业高级形态。我国空铁联运合作经历了定制班车模式、虚拟航班模式、系统对接模式三个阶段,但仍然存在联运标准体系不健全、联运网络覆盖不广泛、联运接续换乘不顺畅、联运信息共享不充分、联运服务保障不到位等诸多问题。对此,运用福利经济学理论,从消费者(旅客)福利和生产者(运输企业)利润的角度,深入分析空铁联运合作的经济学动因,并以提升旅客出行体验和提高企业运输效益为合作目标,探索提出空铁联运合作优化策略,为促进空铁联运深度合作,提升空铁联运运行效率,增强空铁联运产品竞争力,推动空铁联运规模化发展,构建一体化综合交通运输体系提供一定的理论参考价值。

Passenger intermodal transportation is an advanced form of transportation industry that integrates the comparative advantages of multiple modes of transportation to support efficient circulation of economic.China's air-rail intermodal cooperation has experienced three stages:customized shuttle bus mode,virtual flight mode and system docking mode,but there are still some problems,such as imperfect intermodal standard system,insufficient coverage of intermodal network,unsmooth intermodal transfer,insufficient intermodal information sharing,inadequate intermodal service guarantee and so on.In this regard,this paper deeply analyzes the economic motivation of air rail intermodal cooperation from the perspective of consumer(passenger)welfare and producer(transportation enterprise)profit by using the theory of welfare economics.With the cooperation goal of improving passenger travel experience and improving enterprise transportation efficiency,the optimization strategy of air-rail intermodal cooperation is explored to put forward from the aspects of intermodal standard system,intermodal network layout,continuous transfer scheme,information interconnection and intermodal guarantee mechanism.It can be a theoretical reference for promoting the in-depth cooperation of air-rail intermodal transportation,improving the operation efficiency of air-rail intermodal transportation,enhancing the competitiveness of air-rail intermodal transportation product,promoting the large-scale development of air-rail intermodal transportation,and accelerating the construction of an integrated comprehensive transportation system.
