摘要
基于2017年至2018年间针对BH经济技术开发区的企业JM的实地调查,本文考察集体协商在企业层面的新探索——利益协调型集体协商。利益协调型集体协商植根于工作场所的一体化权力分布与利益格局,经由企业工会对决策制定的参与实现雇主与雇员的利益整合。就影响因素而言,利益协调型集体协商由建构型工会行为框架所驱动;工会代表网络则成为维持利益协调型集体协商持续运行的关键。进一步地,建构型工会行为框架在功能层面的具体表达得到精益型生产与人力资源管理模式的强化。与此同时,赋能型劳工政策构成利益协调型集体协商的外部导向因素。
Based on the field survey of JM,an enterprise in BH Economic-Technological Development Area,over the period of 2017-2018,this study examines the new exploration of collective consultation at the enterprise level-interest-coordinated collective consultation.Interest-coordinated collective consultation is rooted in the integrated power distribution and interest pattern in the workplace;the interest integration between employees and employers is realized through the participation of enterprise trade unions in decision-making.As far as influencing factors are concerned,interest-coordinated collective consultation is driven by the constructive trade union behavior framework;the union steward network turns to be the key to maintaining the continuous operation of interest-coordinated collective consultation.Furthermore,the particular expression of the constructive trade union behavior framework at the functional level is strengthened by the lean production and human resource management models.Meanwhile,the empowering labor policy constitutes the external guiding factor of interest-coordinated collective consultation.
