摘要
以南美地区某轨道交通投建营一体化PPP项目为例,说明运营工作前置的必要性。以实现项目“融资关闭”为目标,介绍运营在合同架构设计、运维成本优化以及防范KPI指标考核方面所做的工作,列举运营前置在该类项目中所遇的问题并提出解决建议。
Taking one ofthe PPP railway projects executing in Latin America as an example,showing the necessity of starting the O&M work at the very beginning stage of the project.To achieve"Financial Closed",introducing the work that accomplished by the O&M team in contract structuredesign,O&Mcostoptimization andprecaution of KPIdeduction,listingthe problem met in theprojectand pointing out solution advises.
