财政支出结构对长三角城市群高质量发展的影响机制与效应研究

Mechanism and Effect of Fiscal Expenditure Structure on High Quality Development of Urban Agglomeration in Yangtze River Delta

基于2010—2020年中国长三角地区41个城市的面板数据,使用系统GMM模型和空间计量模型实证分析财政支出结构对长三角城市群高质量发展的影响。结果表明:(1)经济建设支出、科教文卫支出、社会保障支出和节能环保支出均能提高长三角城市群发展质量,行政管理支出作用不显著;(2)各项财政支出对中心城市和非中心城市高质量发展的影响呈异质性,经济建设支出、科教文卫支出和社会保障支出对非中心城市高质量发展的作用更强,节能环保支出对中心城市的高质量发展具有显著促进作用,但对非中心城市作用不显著;(3)长三角城市群高质量发展存在显著的空间相关性,经济建设支出、科教文卫支出、节能环保支出会产生正向空间溢出效应,而社会保障支出则会产生负向空间溢出效应。

Based on the panel data of 41 cities in China’s Yangtze River Delta region from 2010 to 2020,by employing system GMM model and spatial econometric model,this paper empirically analyzes the effect of fiscal expenditure structure on high-quality development in the Yangtze River Delta urban agglomeration.The results show that:(1)economic construction expenditure,science,education,culture and health expenditure,social security expenditure,energy conservation and environmental protection expenditure can all improve the development quality of the Yangtze River Delta urban agglomeration,while administrative expenditure has no significant effect.(2)The influence of various financial expenditures on the high-quality development of central cities and non-central cities shows heterogeneity.The economic construction expenditure,science,education,culture and health expenditure and social security expenditure of non-central cities have a stronger effect on the high-quality development.The energy conservation and environmental protection expenditure of central cities has a significant promoting effect on the high-quality development of central cities,but has no significant effect on non-central cities.(3)There is a significant spatial correlation between the high-quality growth of the Yangtze River Delta urban agglomeration.Economic construction expenditure,science,education,culture and health expenditure,energy conservation and environmental protection expenditure have positive spatial spillover effect,while social security expenditure has negative spatial spillover effect.
