Modernization of National Security System and Capability based on"Political Issues"

国家安全是政治领域永不过时的议题,它关乎整个社会的公共利益和未来发展。党的二十大强调要推进国家安全体系和能力现代化,锚定国家安全在民族复兴和国家强盛过程中的时空定位和使命任务。进一步挖掘安全的内涵和发生逻辑,基于“政治性议题”视角阐释国家安全治理的公共性和整体性,可以在共同体中塑造一种安全责任,实现国家安全与社会稳定的共建共享。以此为基础的“变局-集成”的治理图式,可以全面分析国家安全治理的风险变局,在“观念-体系-能力”三个层面统筹国家安全治理的集成创新。

National security is an timeless issue in the political field,which matters to the public interests and future development of the whole society.The 2Oth National Congress of the CPC stressed the need to advance the modernization of the national security system and capabilities,and to anchor the temporospatial positioning and mission of national security in the process of national rejuvenation and national strength.In this context,by further exploring the connotation and logic of security,the public and holistic nature of national security governance is explained from the perspective of"political issues",so as to shape a kind of security responsibility in the community and realize the joint construction and sharing of national security and social stability.Based on this,the paper attempts to construct a governance schema of"change-integration",comprehensively analyzes the changes of risk in national security governance,and coordinates the integrated innovation of national security governance at the three levels of"concept-system-capability".
