数字乡村建设的内在机制——数字化转型视角

Internal Mechanism of Digital Rural Construction:From the Perspective of Digital Transformation

数字乡村的本质是乡村的数字化转型。为推动我国数字乡村建设朝向纵深发展,解决数字乡村建设存在的系统协调性不足、村民参与热情不足等问题,从数字技术可供性理论、数字化赋能理论、内生式发展理论和生态系统理论出发,结合数字乡村建设现实案例,依据数字乡村建设要求,搭建包括起点、主体、导向、模式、要素、环境和目标为内容的数字化转型框架。认为数字乡村建设的内在机制在于通过将基础设施、建设主体、应用场景、发展模式、核心要素、生态环境、建设目标等加以“串联”,以确保建设数字乡村的全过程畅通。在此基础上,从对数字基础设施进行分级分类、全面系统发挥数字化赋能作用、培育乡村自身内在发展模式、处理好数字乡村内部及其与外部之间的关系等方面对数字乡村建设展开进一步思考,为促使乡村社会与政府、市场、社会、城市之间形成相互促进和共同发展的现代化发展模式提供参考。

The essence of the digital countryside is the digital transformation of the countryside.In order to promote the development of China's digital countryside,solve the problems of insufficient system coordination and insufficient enthusiasm of villagers' participation in the construction of the digital countryside,from the theory of digital technology affordability,digital empowerment,endogenous development and ecosystem,combined with real cases of digital countryside construction,and according to the requirements of digital countryside construction,this paper builds a digital transformation framework including starting point,subject,orientation,mode,elements,environment and goals.It is believed that the inner mechanism of digital countryside construction lies in the "linking" of infrastructure,construction subjects,application scenarios,development models,core elements,ecological environment and construction goals,to ensure the smooth flow of the whole process of building digital countryside.On this basis,further thoughts are given to the construction of the digital coutryside in terms of classifying digital infrastructures,giving full and systematic play to digital empowerment,fostering the internal development model of the countryside itself,and dealing with the relationship between the internal and external digital countryside,so as to provide a reference for promoting a modern development model of mutual promotion and co-development between the rural society,the government,the market,the society and the city.
