从“阻老”到“助老”:农村老年群体迈向数字包容的路径优化研究

From “Blocking the Elderly” to “Helping the Elderly”:A Study on the Path Optimization of Rural Elderly Groups to Digital Inclusion

数字社会背景下,亟须推进农村老年人数字包容以期实现以人民为中心、缩小数字鸿沟和共享数字红利。从数字技术接入累积递归模型的动机意愿、技术桥接、社会支持、数字伦理四个阶段来看,农村部分老年人处于家庭与社会边缘,数字行动以家庭、社群为单位,阻碍个人数字技术的接入,数字包容策略和数字产品服务在农村场域矛盾突出,面临数字技术新文化与乡村伦理旧文化之间的冲突。要打破农村老年群体数字包容困境,需要遵循数字技术接入规律,将理念革新、基础建设、支撑桥梁与农村老年人数字接入阶段的特殊性相结合,从差异化享有走向全民共享数字红利。

In the context of the digital society,rural elderly people are the focus of promoting digital inclusion.Digital inclusion is a reflection and expansion of the digital divide,and its value implies three contents:people-centeredness,narrowing the digital divide and sharing digital dividends.According to the cumulative recursion model of digital technology access,this paper analyzes from the four stages of motivation and willingness,technology bridging,social support and digital ethics,some elderly people in rural areas are on the margins of family and society,and digital actions are based on families and communities,hindering the access of personal digital technology,while digital inclusion strategies and digital products and services are prominently contradictory in rural fields,facing the conflict between the new culture of digital technology and the old culture of rural ethics.It is necessary to follow the law of digital technology access,combine concept innovation,infrastructure construction,and support bridges with the particularity of the digital access stage of the rural elderly,and move from differentiated enjoyment to digital dividends shared by the whole people.
