摘要
通过分析某三甲综合医院2016年1月1日-2020年12月31日离职医务人员科研项目及经费管理状况,了解各类管理流程的利弊,完善对医院及个人有效可行的通用管理模式。对于项目负责人在离职前并未充分考虑并妥善安排科研项目后续事宜的现象,原单位的科研管理工作人员应当建立离职医务人员科研项目管理台账,切实做好精细化管理工作,按照项目不同情形分类处理,逐人逐项尽到督促提醒义务,尽量实现在研项目应转尽转,完成项目转出或者责任人变更;已结题项目结余经费按照原单位管理办法执行的,在满足原课题组研究需求的前提下,由医院统筹安排。尽可能减少高素质人才流出对原单位医、教、研工作的影响。
By analyzing the scientific research projects and funding management status of medical personnel who have left their jobs in a tertiary general hospital from January 1,2016 to December 31,2020,this study aims to analyze the pros and cons of various management processes,and conclude a general management model that is more effective and feasible for the hospital and individuals.For the project leader who did not fully consider and properly arrange the follow-up matters of the scientific research project before personnel changes,the scientific research management staff of the original unit should establish a management account for the scientific research projects of the resigned medical personnel,effectively do a good job in refined management,classify and deal with the different situations of the projects,fulfill the obligation of supervision and reminders one by one,try to achieve the"should be list"of the project during the study,and complete the project transfer out or the change of the responsible person.If the remaining funds of completed projects are implemented in accordance with the original unit's management methods,hospitals should make overall arrangements on the premise of meeting the research needs of the original research group.Hospitals should minimize the impact of the outflow of high-quality talents on the medical,teaching,and research work of the original unit.
