新发展理念下区域物流能力测评及提升路径研究——以河南省为例

Research on the evaluation and promotion path of regional logistics capacity under the perspective of the new development philosophy Take Henan Province as an example

依据新发展理念,从经济发展、物流运作、创新、协调、绿色、开放、共享七个方面构建区域物流能力评价指标体系,并把模糊物元法和变异系数法相结合构建数学模型,通过该模型对河南省2011—2020年十年的物流能力进行定量测评分析,验证了评价方法的有效性。结果表明:新发展理念下河南省物流综合能力整体上呈现逐年上升的发展态势,各分项物流能力发展不均衡,物流创新能力提升较快,物流运作能力急需加强,其他分项物流能力未来也需进一步提升。结合河南省实际,从强化物流创新能力、加强物流网络体系建设、实施绿色发展战略、优化产业结构等五个方面提出相应的提升路径,以更好地适应经济高质量发展的需求。

Based on the new development philosophy,this article constructed the index system of regional logistics capability evaluation from seven aspects:economic development,logistics operation,innovation,coordination,green,openness and shared development,and builds a mathematical model combining the fuzzy matter-element method with the variation coefficient method.It evaluated quantitatively and analyzed logistics capability by the model for ten years from 2011 to 2020 in Henan Province,and verified the validity of the evaluation method.The research results showed that logistics comprehensive ability in Henan Province increased year by year on the whole under the new philosophy of development,and each sub-item logistics capability wasn t even;logistics innovation ability promoted faster,and logistics operation ability needed to strengthen;other sub-item logistics capability also needed to improve further in the future.According to the actual situation of Henan Province,this article proposed the corresponding promotion path from five aspects including strengthening logistics innovation capacity,constructing logistics network system,implementing the green development strategy and optimizing industrial structure and so on to meet the demand of the high-quality development of economy.
