基于空间分异特征的宅基地经济价值评估

摘要 我国农村宅基地存在显著的空间分异特征,需要在这一特征的基础上对农村宅基地经济价值进行评估,才能有效地适度放活农村宅基地使用权提供数据支撑。通过2019年城镇化率及2014—2019年GDP为基础进行修正系数,估算2019年农村户籍人口数,推算出2019年全国农村宅基地总量及空间分异特征,对其进行经济价值评估。结果表明:如果严格执行中国农村宅基地政策,中国农村宅基地应当不超过1亿亩并且省(自治区、市)间差异明显。未来可通过区域协调发展,保障农村宅基地财产性价值。 Rural homestead in China presents the significant feature of spatial differentiation,based on which the economic value of rural homestead can be evaluated so as to provide data support for eff ectively and moderately liberalizing the right to use rural homestead.Based on the urbanization rate in 2019 and GDP from 2014 to 2019,this paper estimates the number of rural registered population in 2019 by making correction on the coeffi cient,calculates the total amount of rural homestead and its spatial diff erentiation in 2019,and evaluates its economic value.The results show that:China’s rural homestead will not exceed 100 million mu if the rural homestead policy is strictly implemented,and that there is no obvious diff erence between provinces(autonomous regions,cities).In the future,the property value of rural homestead can be guaranteed through regional coordinated development.
