摘要
韧性城市建设是“十四五”时期城市发展的重要任务之一,社区作为城乡生活的基本空间单元,是城市应对灾害风险的第一线,其重要性不言而喻。韧性社区建设有利于提升社区防灾能力,是建设韧性城市的关键,但目前国内已有的空间韧性研究及实践更多关注区域、城市等中宏观尺度,较少有对微观社区层面空间韧性的系统性研究,从而未能切实提升社区韧性水平。本文以流空间与韧性理论为基础,立足于城市社区空间,具体剖析各空间要素在社区应灾全阶段的韧性特征及功能,构建了以社区实体空间与社区网络空间为核心,虚实结合、相互依存的社区空间韧性概念框架。以此为指标架构逻辑,本文进一步构建了城市社区空间韧性评价指标体系,并运用层次分析法确定各指标权重,为城市社区空间韧性测度与评估奠定基础,以期为我国城市社区空间韧性建设提供理论指导与实践路径,深化韧性社区实践,进而提升城市整体韧性水平。
The construction of resilient cities is one of the important tasks for urban development during the 14th Fiveyear Plan period,as the basic spatial unit of urban and rural life,communities are the frontline of urban response to disaster risks,and their importance is self-evident.The construction of resilient communities is beneficial for improving community disaster prevention capabilities and is the key to building resilient cities,however,currently,the existing research and practice on spatial resilience in China focus more on the meso and macro scale of regions and cities,and there is less systematic research on spatial resilience at the micro community level,thus failing to effectively improve the level of community resilience.Based on the theory of flow space and resilience,and based on urban community space,this paper specifically analyzes the resilience characteristics and functions of each spatial element in the entire stage of community disaster response,and constructs a conceptual framework for community spatial resilience,with the core of community physical space and community network space,combining virtual and real,and interdependent.Based on this as the indicator architecture logic,this paper further constructs an evaluation index system for urban community spatial resilience,and uses analytic hierarchy process to determine the weights of each indicator,laying the foundation for measuring and evaluating urban community spatial resilience,in order to provide theoretical guidance and practical paths for the construction of urban community spatial resilience in China,deepen the practice of resilient communities,and thereby enhance the overall level of urban resilience.
