碳中和背景下海洋CCUS战略定位及发展路径研究——以广东省为例

Research on the Strategic Positioning and Development Path of Marine CCUS in the Context of Carbon Neutrality——Taking Guangdong Province as an Example

海洋碳捕集、利用与封存(CCUS)技术是一种先进的海洋碳汇工具,不仅可为传统化石能源产业转型升级提供出路,也在兼顾减排的同时给碳交易市场、海洋装备市场带来新机遇。本文系统探讨了海洋CCUS的发展宏观背景和战略意义,以沿海碳排放大省、经济大省、海洋大省广东为例,解析广东发展海洋CCUS的优势与短板。最后从技术装备研发、源汇匹配、标准办法、设施建设、示范推广、补贴激励和碳交易市场七个方面,提出打通海洋CCUS技术链、价值链、产业链的对策建议,为沿海省份布局示范项目和制定相关产业发展政策提供参考,为实现碳中和探索可复制、可推广的海洋路径。

Marine carbon capture,utilization,and storage(CCUS) technology is an advanced marine carbon sink tool that not only provides a way out for the transformation and upgrading of traditional fossil energy industries,but also brings new opportunities to the carbon trading market and marine equipment market while balancing emission reduction.This paper systematically explores the macro background and strategic significance of the development of marine CCUS,taking Guangdong,a major coastal carbon emitting province,an economic province,and a major marine province,as an example to analyze the advantages and disadvantages of Guangdong's development of marine CCUS.Finally,countermeasures and suggestions are proposed to connect the marine CCUS technology chain,value chain,and industrial chain from seven aspects,namely technological equipment research and development,source and sink matching,standard methods,facility construction,demonstration and promotion,subsidy incentives,and carbon trading market,thus providing reference for the layout of demonstration projects and the formulation of relevant industrial development policies in coastal provinces,and exploring replicable and promotable ocean paths to achieve carbon neutrality.
