实验动物伦理保护法治化探析

On the Legalization of Ethical Protection of Experimental Animals

实验动物在生命科学领域起着不可替代的作用,但我国实验动物伦理方面的法治状况不容乐观。实验动物伦理保护法治化是促进实验动物相关事业发展的必然选择。针对目前存在的实验动物伦理保护法律法规不完善、政府部门协同工作有待完善和实验动物伦理委员会监管不力等问题,应从完善法律法规、建立部门协调执法机制和明确伦理审查法律规定方面予以完善。

Experimental animals play an irreplaceable role in the field of life science,but the rule of law in the ethics of experimental animals in China is not optimistic.The legalization of ethical protection of experimental animals is an inevitable choice to promote the development of experimental animal related undertakings.In view of the existing problems such as imperfect laws and regulations on the ethical protection of experimental animals,imperfect coordination work of government departments,and exist in name only ethical committees for experimental animals,we should improve the laws and regulations,establish departmental coordination mechanism,and clarify relevant provisions on ethical review.
