县域医共体:历程、经验与展望——以歙县为例

County Medical Community:History,Experience and Prospect——A Case Study of Shexian County

县域医共体是筑就健康防线、建设健康中国的重要抓手,是推进基层医疗卫生公共服务均等化、实现共同富裕的重要举措。笔者首先梳理了县域医共体的发展历程及其模式类型,接着以安徽歙县为案例样本,从理念、机制和效果三个层面总结其县域医共体建设经验,并运用SFIC协同治理模型揭示其在领导力、制度设计、协作过程等方面存在的不足和问题,最后结合当下城乡医疗卫生的实际需求,提出县域医共体向健康共同体、利益共同体和数字化转型升级的发展路径。

The county medical community is an important hand to build a healthy defense line and build a healthy China,and an important measure to promote the equalization of public health services at the grass-roots level and achieve common prosperity.This paper first sorts out the development process and model types of county medical community.Then,taking Shexian county,Anhui province as a case sample,it summarizes its experience in building county medical community from three aspects of concept,mechanism and effect,and uses SFIC collaborative governance model to reveal its shortcomings and problems in leadership,system design,collaboration process,etc.Finally,it combines the actual needs of urban and rural health care,put forward the development path of county medical community to health community,interest community and digital transformation and upgrading.
