村规民约赋能乡村振兴:价值向度、运行忧思与应然走向

作为一种“软法”治理方式,村规民约强调以自治、法治、德治三者的有机融合发挥其之于乡村振兴的价值向度,但其“行之有效”仍存在诸多困境。制定“缺憾化”、内容“僵硬化”、执行“瓶颈化”使其陷入“运行忧思”。乡村振兴背景下,村规民约助推着乡村振兴战略的长效落实,破解上述难题成为加快振兴乡村的应有之义。面向未来,村规民约应该以“谋划顶层设计”强化规约制定、“筑牢法治之本”俱进规约内容、“优化治理工具”重塑规约权威为应然走向,散发其兴村强民的乡土活力,为乡村振兴战略的有效实施保驾护航。
