农村社会组织参与乡村振兴的合法性——以农村社会组织参与项目建设为例

The Legitimacy of Rural Social Organizations' Participationin Rural Revitalization: Take the Participation of Rural SocialOrganizations in Project Construction as an Example

农村社会组织参与产业振兴面临合法性不足问题,这关乎习近平总书记“共建共治共享”理念在产业振兴中的贯彻落实。通过分析一个农村社会组织参与基础设施建设项目的实践,发现农村社会组织参与项目的制度支持不足,为解决这一问题,基层政府在项目过程中有选择地制定和执行项目管理制度,这造成的制度不连贯为社会组织带来了合法性不可持续问题。结合既有制度资源看,农村社会组织合法性困境有两方面原因:一是行业规范不适用于理事会,二是行政制度不持续。行政制度不持续根植于指令治理环境,不能为社会组织提供持久的合法性保障。未来可尝试在乡村产业发展中开辟制度建设的协商空间来解决这一问题。

The legitimacy of rural social organizations’participation in industrial revitalization is facing challenges.This is related to the implementation of General Secretary Xi Jinping’s ideas on“joint construction,joint governance,and shared benefits”in the context of industrial revitalization.By analyzing the practice of a rural social organization participating in infrastructure construction projects,it is found that there is insufficient institutional support for rural social organizations to participate in projects.To address this issue,grassroots governments generally selectively formulate and implement project management regulations during the process,resulting in institutional incoherence and unsustainable legitimacy for social organizations.Given the existing institutional resources,the legitimacy dilemma of rural social organizationsis caused by two factors:one is that industry standards do not apply to board members,and the other is administrative instability.Administrative instability is rooted in a command governance environment,which cannot provide lasting legitimacy guarantees for social organizations.In the future,it can be attempted to open up negotiation space for institutional construction in rural industrial development.
