Implementation Path of Urbanization of Agricultural Transfer Population in the New Era

农业转移人口市民化不仅是新时代亟待解决的现实问题,也是当下学界广泛关注的一个理论问题。文章尝试揭示其中蕴含的重要意义,即推进新型城镇化战略的首要任务、实现市域社会治理现代化的突破口、推动城乡融合发展见实效的重要途径、实现全体人民共同富裕的组成部分等四个方面。新时代农业转移人口市民化在推行过程中遭遇到的现实困境分别是户籍制度改革政策尚未得到全面落实、城镇基本公共服务未能覆盖全部常住人口、职业技能培训亟待加强、“被城镇化”现象显现、城镇化配套政策实施效果不彰等问题。在此基础上探索了新时代农业转移人口市民化的路径,诸如深化户籍制度改革,推进符合条件农业转移人口落户城镇、健全公共服务供给机制,保障农业转移人口享有基本公共服务、完善职业技能培训服务,提高农业转移人口劳动技能素质、完善社会参与机制,提高农业转移人口社会参与水平、完善农业转移人口市民化配套政策,助力市民化快速发展。

The urbanization of agricultural transfer population is not only a practical problem that urgently needs to be solved in the new era,but also a theoretical issue widely concerned by the current academic community.This paper chooses this issue as the research direction,trying to reveal the important significance of the urbanization of agricultural transfer population in the new era from the academic level,including four aspects:it is the primary task to promote the new urbanization strategy,the breakthrough to realize the modernization of urban social governance,an important way to promote the effective development of urban and rural integration,and an integral part of achieving common prosperity for all people.The urbanization of agricultural transfer population in the new era has encountered practical difficulties in the process of implementation.The problems are that the reform policy of the registered residence system has not been fully implemented,the basic public services in cities and towns have not covered all the permanent residents,vocational skills training needs to be strengthened,the phenomenon of“being urbanized”is apparent,and the implementation effect of supporting policies for urbanization is not obvious.On this basis,we explore the path of urbanization of agricultural transfer population in the new era,s uch as deepening the reform of the registered residence system,promoting the settlement of eligible agricultural transfer population in cities and towns,improving the public service supply mechanism,ensuring that the agricultural transfer population has access to basic public services,improving vocational skills training services,improving the labor skill quality of agricultural transfer population,improving the social participation mechanism,improving the social participation level of agricultural transfer population,improving the supporting policies for the urbanization of agricultural transfer population,and helping the rapid development of urbanization.
