摘要
当前,教育数字化转型已成必然趋势,对教育的创新与变革正产生着重大的影响,面对以新冠疫情为代表的复杂多变的内外环境,需由首席信息官(CIO)之类具有专业能力的人来统筹应对,而这对学校CIO的能力提出了更高的要求。以校园网建设作为参照,在教育信息化的不同阶段,CIO的相关认知经历了演变,能力结构也发生相应的需求转变,而“量子思维”的引入为VUCA时代学校CIO能力体系的构建提供了新思路。基于此,从转型规划、变革组织、服务创新以及数字化引领四种不同的职责出发,提出作为量子领导者的CIO分别应具备的素养与能力,再通过德尔菲法对能力体系进行验证与修订。量子领导力强调以量子思维来看待组织的发展及其发展动力,打破了以往以稳定的、可预测的、可控制的方式看待事物的观念,强调要动态看待问题,主动变革组织,进行创新驱动,为教育数字化转型背景下学校信息化领导力建设提供了转变方向。
Digital transformation of education has become an inevitable trend,and has a significant influence on the innovation and reform of education.It needs be coordinated and implemented by a person with professional competence such as Chief Information Officer(CIO).However,the complex and changeable internal and external environment represented by the pandemic has put forward higher requirements for the ability of school CIOs.Taking campus network construction as a reference,this study reviewed the evolution of CIO-related cognition in different stages of education informatization,and combed out the change of demand for their ability structure.The introduction of“quantum thinking”provided a new idea for the construction of school CIOs ability system in the VUCA era.From four different responsibilities of transformation and plan,revolution and organization,service and innovation,digitization and guide,this study proposed the qualities and abilities that CIOs should possess as quantum leaders.Then the capability system is verified and revised through Delphi method.Quantum leadership emphasizes viewing the development of an organization and its driving force with quantum thinking.It breaks the previous concept of looking at things in a stable,predictable and controllable way,and advocating dealing problems dynamically,innovating actively,and driving innovation.It provides a changing direction for the construction of school informatization leadership under the background of digital transformation of education.
