摘要
新《土地管理法》明确允许农村集体经营性建设用地入市,探索宅基地自愿有偿使用退出机制。随着农民生活水平不断提高、农村产业化发展,宅基地管理出现了新情况、新问题。基于家庭生命周期视角,探索形成期、初创期、成熟期、满巢期、衰老期不同阶段下农户宅基地退出意愿差异,提出不同家庭生命周期类型下“货币化+政策化”“集中安置”“以地养老”等宅基地退出模式,并明确差异化再利用的路径和政策建议。
The new Land Management Law explicitly allows rural collective commercial construction land to be put on the market,and explores a voluntary and compensated withdrawal mechanism for the use of residential land.With the continuous improvement of farmers’living standard and the development of rural industrialization,the management of homestead appears new situations and new problems.Based on the family life cycle perspective,to explore the formation and initial,maturation and full nest stage,size of peasant household land under different phase exit will difference,put forward some homestead exit mode under different types of family life cycle such as“monetization+policy”and“concentrated placement”,“land based elderly care the pension”,and clarify the path and policy recommedations for differentiated reuse.
