基于长三角一体化的安徽省科技人才队伍建设现状研究

Research on the Current Situation of the Construction of Anhui Scientific and Technological Talents Based on the Integration of the Yangtze River Delta

在长三角一体化背景下,综合评价安徽省科技人才队伍建设情况,分析存在问题,提出相关建议。研究表明,安徽省科技人才队伍呈现高端人才集聚能力日益加强,研发人员数量持续增长,科技人才队伍发展环境日益优化等发展态势。通过与沪苏浙比较,安徽省科技人才队伍建设在引进培育高端人才能力、科技人才的优质科技成果、双一流大学发展等方面还有差距。同时还存在高端创新型人才仍较缺乏、性别歧视现象、科技人才分布不均衡、人才创新能力有待提升等问题。建议从营造尊重人才的浓厚氛围和政策环境,发挥科技创新平台的人才集聚作用,建立科学有效的科技人才评价新机制等多个维度提升安徽省科技人才队伍建设能力,推进安徽科技创新。

In the context of the integration of the Yangtze River Delta,a comprehensive evaluation of the construction of the scientific and technological talent team in Anhui Province is conducted,existing problems are analyzed,and relevant suggestions are proposed.The research has shown that the scientific and technological talent team in Anhui Province is showing a trend of increasing high-end talent gathering capacity,continuous growth in the number of research and development personnel,and increasingly optimized development environment for the scientific and technological talent team.Compared with Shanghai,Jiangsu,and Zhejiang,there is still a gap in the construction of Anhui Province's scientific and technological talent team in terms of introducing and cultivating high-end talent capabilities,high-quality scientific and technological achievements of scientific and technological talents,and the development of double first-class universities.At the same time,there are still problems such as a lack of high-end innovative talents,gender discrimination,uneven distribution of scientific and technological talents,and the need to improve talent innovation capabilities.Suggestions which include creating a strong atmosphere and policy environment that respect talents,leveraging the talent gathering role of scientific and technological innovation platforms,and establishing a scientific and effective new mechanism for evaluating scientific and technological talents are put forward to enhance the construction capacity of the scientific and technological talent team in Anhui Province,and promote technological innovation in Anhui Province.
