山区河流创建绿色航道评价方法研究

Research on evaluation method of building green channels in mountainousareas river

澜沧江航道由于其地形起伏落差大、岸坡陡峭、疏浚工程量大、且地处国家级水产种质资源保护区对水质标准要求及环境敏感度高等特点,面临着生态可持续发展和航道建设的两难问题。为探索澜沧江航道绿色航道建设的途径和方法,按照《绿色交通设施评估技术要求第三部分:绿色航道》的评估标准对澜沧江四级航道建设作出评价,从实际情况及建设项目对当地的社会效益、经济效益出发,探索航道建设与环境绿色发展相协调的建设模式,找到澜沧江绿色航道建设中的不足及亮点。结果表明:澜沧江绿色航道建设,以全寿命周期为基准,积极探索绿色航道创建模式,达到绿色航道评估技术要求中优秀类别。应进一步完善绿色航道建设保障制度以及提高建设材料可利用率。

The mountainous channel confronted the dilemma of ecological sustainable development and waterway construction because of its large terrain undulations,steep bank slopes,large amount of dredging works,high water quality standards and environmental sensitivity in national aquatic germplasm resources protection zone.In order to find the ways and methods of green channel construction in mountainous areas,the construction of the Lancang River Class IV waterway was evaluated in accordance with the evaluation criteria of"technical requirements for evaluation of green transportation facilities(Part III:green channel)".The actual situation and the local social and economic benefits of the construction project were taken as major factors.The shortcomings and highlights of the construction of the green waterway of the Lancang River were found.The results show that the construction of green waterways on the Lancang River actively explores the creation mode of green waterways based on the whole life cycle.It meets the excellent category in the technical requirements of green waterway evaluation.At the same time,the guarantee system for the construction of green waterways and the utilization rate of construction materials should be further improved.
