灵活就业劳动的体面化问题

摘要 灵活就业已成为当今世界劳动力市场的一种常态和趋势,特别是依托平台经济的新就业形态提供了许多新产品新服务,创造了大量新的就业机会。目前我国灵活就业劳动者已占就业人口的四分之一,因此促进灵活就业劳动的体面化备受关注:一是作为规模巨大的就业形态,灵活就业应该成为体面劳动;二是由于灵活就业劳动者面临大量权益受损情况,伸张灵活就业劳动的正当权利刻不容缓;三是劳动者在社会保障方面不能因为身份的不同而被区别对待,这就要加强灵活就业劳动的保护措施;四是通过政府、供应商、平台和劳动者的“对话”,有力促进灵活就业者体面劳动。要之,在调整灵活就业劳动关系适用性的同时,更要把注意力放在促进灵活就业劳动体面化以及落实体面劳动的“四大支柱”上。 Flexible employment has become a norm and trend in the world labor market today,especially the new employment pattern relying on the platform economy provides many new products and services and creates a large number of new employment opportunities.At present,flexible workers account for a quarter of the employed population in China,so it is of great concern to promote the decency of flexible employment.Firstly,as a large-scale employment form,flexible employment should become decent work;Secondly,since flexible workers are facing a lot of rights and interests damage,it is urgent to claim the legitimate rights of flexible employment;Thirdly,workers should not be treated differently in terms of social security because of their status,which requires strengthening protective measures for flexible employment and labor;Fourthly,through dialogue among the government,suppliers,platforms,and workers,we can effectively promote decent work for flexible workers.In conclusion,while adjusting the applicability of flexible labor relations,it is more important to focus on the promotion of decent flexible labor and the implementation of the four aspects of decent labor.
