语言政策话语研究的两条路径

Two Approaches in Discourse Studies of Language Policy

语言政策研究在从“语言政策与规划”向“语言管理与治理”不断深入发展的过程中,已经关注到语言政策制定过程中体现的“意识形态”,但是在相关文献中“意识形态”概念往往与“语言意识形态”概念混为一谈。鉴于此,文章在讨论“意识形态”与“语言意识形态”两个概念联系与区别的基础上,提出语言政策话语研究的“话语分析”路径和“话语互动”路径,旨在说明前者注重揭示语言政策与规划中隐含的意识形态和权力关系,后者注重阐释语言管理与治理过程中治理者话语与被治理者话语之间相互作用形成治理效果的社会互动过程。文章对提出这两条路径的理念进行了说明,并对其在语言政策话语研究中的作用进行了初步探讨。

The study of language policy has already dealt with the concept of ideology in the language policy-making process as it develops from“language policy and planning”to“language management and governance”.However,ideology and language ideology as two separate concepts have often been used interchangeably in some literature.Thus,this paper first discusses the similarity and difference between the two concepts,and then proposes two approaches in the study of language policy,namely,the“discourse analysis”approach that is to uncover the underlying ideologies and power relations in the process of language policy making and planning,and the“discursive interaction”approach that is to unpack the mechanism of social interaction between the supervisor and the supervisee in the process of language management and governance.The rationale and significance of this proposal is discussed accordingly.
