摘要
新一代生成式人工智能的出现在带来技术惊喜的同时,也引发了有关“AI代人”的讨论。这场危机是数智时代的副产物“数智鸿沟”的全面升级,个人生存和国家技术治理受到严峻挑战。在全球对技能贫困者的广泛关注下,日本政府在数字化转型人才危机应对政策的基础上提出“技能重塑”计划,作为“新资本主义”经济框架下强化人力资源投资战略的支撑性举措。日本原有的企业员工培训体系和产学官连携机制在计划施行中发挥了重要作用,也给人类与以ChatGPT为代表的AI共存共生提出了新课题:如何在定政策、设标准的总体思路下,调动企业能动性、更新技术认知并警惕“唯技术”的导向风险,日渐成为AIGC时代人类必须直面的现实。
In response to the widespread global concern about the skilled poor,the Japanese government has proposed a“Reskilling”program based on its policy to respond to the digital transformation human resource crisis as a supportive initiative to strengthen human resource investment strategies in the framework of“New Capitalism”economic policy.The existing employee training system and the Industry-Academia-Government collaboration mechanism of Japan have played an important role in the implementation of the program,but also put forward new issues for the coexistence of human beings and AI:under the general idea of setting policies and standards,mobilizing the initiative of enterprises,upgrading technology awareness,and being wary of the risk of a“technology-only”approach.
