“十四五”时期加强区域医疗中心建设的思考

Suggestions of promoting the construction of regional medical centers during the“14th Five-Year Plan”period

建设区域医疗中心是国家“十四五”规划的重要内容,是协同推进医、教、研、防、管整体水平提升的重要途径,是解决人民群众看病难问题的举措。文章通过系统梳理区域医疗中心建设相关政策和文献,结合专家访谈,发现目前试点运营的十个区域医疗中心建设试点项目覆盖范围较小,输出医院辐射能力不足,试点项目技术推广和人事制度互认等方面存在问题。建议国家层面牵头支持并落实考核、地方政府加大改革创新力度、输出医院持续提升核心实力以及输入医院强化自身建设,以期为我国区域医疗中心建设可持续发展提供参考。

The construction of regional medical centers,as an important part of the“14th Five-Year Plan”,is an important way to coordinate the improvement of the overall level of medicine,education,research,prevention and management,and a measure to solve the problem of people’s difficulty in seeing a doctor.This paper system-atically sorts out the relevant policies and documents for the construction of regional medical centers,and in combi-nation with expert interviews finds out that the current pilot projects for the construction of ten regional medical centers have a relatively small coverage,the output hospitals have insufficient radiation capacity,and there are problems in the promotion of the technology of the pilot projects and the mutual recognition of the personnel sys-tem.It is recommended that the national authority take the lead to support and implement assessments,local gov-ernments increase reform and innovation,output hospitals continue to enhance their core strengths,and input hos-pitals strengthen their own construction.These measures will provide valuable references for the sustainable devel-opment of regional medical centers.
