摘要
区域航空枢纽作为衔接国际航空枢纽和非枢纽的关键环节,是疫情下稳住航空运输市场基本盘的重要依托,因而提升区域航空枢纽运营效率将为增强我国航空运输市场抗风险能力提供重要保障。文章在构建运营效率评价指标体系的基础上,利用三阶段DEA模型对2020年我国29个区域航空枢纽运营效率进行比较研究。研究发现,区域航空枢纽总体上形成了较强的规模经济优势,但资源配置能力有待提高;杭州萧山国际机场等4个区域航空枢纽通过积极发展货运业务弥补了机场因客流量减少造成的产出损失,有效增强了机场应对疫情挑战的能力。
As a key link between international aviation hubs and non-hubs,regional aviation hubs are an important support to stabilize the basic air transport market under the epidemic,thus improving the operational efficiency of regional aviation hubs will provide an important guarantee to enhance the anti-risk capability of China's air transport market.Based on the construction of an operational efficiency evaluation index system,the article uses a three-stage DEA model to conduct a comparative study on the operational efficiency of 29 regional aviation hubs in China in 2020.It is found that regional aviation hubs have generally formed strong economies of scale,but their resource allocation capacity needs to be improved;four regional aviation hubs,including Hangzhou Xiaoshan International Airport,have compensated for the loss of airport output due to reduced passenger traffic by actively developing cargo business,and effectively enhanced the ability of airports to cope with the challenges of epidemics.
