多源流视域下我国小区配套园治理政策规划的动力分析

Driving Force Analysis of Governance Policy Planning of Community Supporting Kindergartens in China from the Perspective of Multiple-Streams Theory

以多源流理论为视角开展小区配套园治理政策规划的动力分析,发现小区配套园的指标变化、焦点事件、政策实施效果反馈构成了政策规划的问题源流,人大代表建言、学者呼吁以及备选方案构成了政策规划的政策源流,政府立场与理念、国民情绪构成了政策规划的政治源流,当三流耦合之时,政策窗口就会打开。在小区配套园治理过程中应将政治源流作为政策规划的基本动力,注重政策企业家对政策源流的影响,并将问题源流作为聚焦点。

From the perspective of multiple-streams theory, an analysis of the driving forces behind the governance policy planning of community supporting kindergartens was conducted. It was found that the changes in indicators, focus events, and feedback on policy implementation effects of community supporting kindergartens constitute the problem stream of policy planning. The opinions of National People′s Congress representatives, scholars′ appeals, and alternative solutions constitute the policy stream of policy planning. The government positions, concepts, and national emotions constitute the political stream of policy planning. When the three streams are coupled, the policy window will open. In the governance process of community supporting kindergartens, the political stream should be regarded as the basic driving force for policy planning, emphasizing the influence of policy entrepreneurs on the policy stream, and focusing on the problem stream.
