农村综合性改革助力山区共同富裕的实践与探索——以浙江省松阳县“幸福小港”为例

The Practice and Exploration of Rural Comprehensive Reform to Promoting Common Prosperity in Mountainous Areas——A Case Study of"Xinfu Xiaogang"in Songyang County,Zhejiang Province

浙江肩负着高质量发展建设共同富裕示范区的重大使命。浙江山区26县在跨越式高质量发展推进共同富裕的过程中积极探索,形成了颇具特色的共同富裕新模式。其中,浙江省松阳县于2021年7月通过了财政部审批,成功入选2021年度国家级农村综合性改革试点试验县。该县在依托自身优势条件的基础上,充分发挥农村综合性改革试点试验的政策推动作用,完善农村发展的长效机制,目前已取得了一定的成效。文章阐述了松阳县国家级农村综合性改革试点试验实施情况,分析和总结该试点县的一些创新举措与可借鉴经验,并结合具体成效与典型案例,指出农村综合性改革对山区县实现共同富裕的助推作用。

Zhejiang is shouldering the important mission of high-quality development and construction of common prosperity demonstration zone.The 26 counties in the mountainous areas of Zhejiang Province have actively explored and formed a new pattern of common prosperity in the process of promoting common prosperity through leap-forward and high-quality development.Songyang County,a county in Zhejiang Province,was selected as a 2021 Pilot County for comprehensive rural reform,which was approved by the Ministry of Finance in July 2021.On the basis of its own advantages,the county has brought into full play the policy promotion function of the pilot project of comprehensive rural reform and improved the long-term mechanism of rural development.The paper describes the implementation of the national-level pilot rural comprehensive reform in Songyang County,analyses and summarizes some innovative measures and experiences of the pilot county,and takes into account the specific achievements and typical cases of the pilot county.It is pointed out that the comprehensive rural reform will promote the realization of common prosperity in mountainous counties.
