摘要
国外欠发达地区铁路建设缺少统一颁布的造价标准体系及价格信息体系,国内现行铁路工程造价标准亦无法完全适应国外的市场及工程建设环境,针对“几内亚马瑞巴亚港至西芒度矿区铁路线”项目,通过对几内亚境内人工、施工机具及建筑材料等基础配套市场的实地调研,参照国内现行铁路造价标准体系,建立了该铁路项目直接工程费用计算模型并据此分析计算项目投资规模。首先,通过调查分析几内亚当地中国籍“工人”工费水平与国内工费水平的统计学关系,同时结合几内亚籍“工人”工费和技术水平,研究确定施工人员组成权重及项目人工费单价加权计算模型。其次,基于对几内亚境内建设材料供应能力分析,确定建设材料供应方案及国际运输供应材料单价计算模型。最后,结合几内亚铁路项目特点,采用加速折旧法调整并建立施工机具台班单价计算模型。
With regards to railway projects,there is a lack of cost standard system and cost information system in the foreign economically less-developed areas.Our current railway engineering cost standard is also not technically applicable to the countries with different cultural and economical backgrounds,such as Guinea in Africa.With regards to Maribaya port-Simandou Railway,based on the information obtained from field reconnaissance,a numerical calculation model for Direct Engineering Costs of China’s Overseas Railway Projects is achieved,involving labour cost,material cost,construction equipment cost,etc.Due to the calculation model,construction cost is determined.Firstly,study on the survey of labour cost in Guinea introduces the calculation model and the statistical results of weighted average labor price,which involves the qualitative analysis of local workers’technical level in Guinea.Secondly,based on the supply capacity of construction materials in Guinea,the international material supply solution and the calculation model for material prices are introduced.Thirdly,based on the accelerated depreciation method,the calculation model of mechanical shift unit price of overseas railway project is introduced.
