论乡村振兴与粤港澳大湾区建设战略融合发展

Strategic Integration of Rural Revitalization and the Construction of the Guangdong-Hong Kong-Macao Greater Bay Area

乡村振兴和粤港澳大湾区建设两大战略,在深层逻辑上存在融合发展的必要性和可行性。作为改革开放的先行先试之地,广东取得了举世瞩目的发展成就,湾区11市在产业转移、人员流动、科教合作等方面融合发展态势愈加突出,但同时,湾区内城市化率、科教水平、产业结构等重要指标存在显著差异。目前,两大战略的协同推进,面临城乡二元结构所衍生的制度依赖等诸多难点堵点。要重视乡村振兴之于湾区建设的特殊作用,坚持以湾区内外区域产业融合发展为主线,引导相关人员返乡入乡创业,发挥各项政策的叠加效应,从两端同时发力,促进整个湾区高质量发展与区域共同富裕双重目标的实现。

The two strategies of rural revitalization and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area have the necessity and feasibility of integrated development in deep logic.As a pioneer of reform and opening up,Guangdong has made remarkable achievements in development.The 11 cities in the Bay Area have become more prominent in the integrated development trend of industrial transfer,personnel flow,science and education cooperation,etc.However,at the same time,there are significant differences in the urbanization rate,science and education level,industrial structure and other important indicators within the Bay Area.At present,the coordinated promotion of the two strategies faces many difficulties and blocking points,such as the system dependence derived from the urban-rural dual structure.We should attach importance to the special role of rural revitalization in the construction of the Bay Area,adhere to the integrated development of regional industries within and outside the Bay Area as the main line,guide relevant people to return to their hometowns to start businesses,give full play to the overlapping effect of various policies,and make efforts from both ends to promote the realization of the dual goals of high-quality development of the entire Bay Area and common prosperity of the region.
