家庭—学校—社会联络计划:爱尔兰基础教育弱势群体补偿的实践及启示

摘要 爱尔兰“家庭—学校—社会联络计划”通过学校、家庭和社会协同开展教育补偿服务来治理基础教育中突出的教育弱势群体问题。本研究梳理了该计划的形成背景,总结了建立协调员制度、推动家校合作、丰富治理主体、推动横向协作等四项实践举措;分析了该计划面临的挑战及对策,包括政府监测与学校变革同步推进、大力赋能学生家长以及充分发挥协调员的效能。由此,我国在“健全学校家庭社会协同育人机制”的教育发展理念背景下,对基础教育弱势群体补偿的启示有:加强顶层设计,完善家校合作,推动社会力量参与共建共治。 Ireland’s The Home School Community Liaison Scheme manages the outstanding problems of educationally disadvantaged groups in basic education through the joint development of education compensation services by schools,families and society.This research sorts out the background of the plan’s formation,summarizes four practical measures,including establishing a coordinator system,promoting home-school cooperation,enriching governance subjects,and promoting horizontal collaboration,and analyzes the challenges and countermeasures faced by the Scheme,namely simultaneous advancement of government monitoring and school reforms,vigorous empowerment of students’parents,and full play of the coordinator’s effectiveness.Finally,the enlightenment for the compensation of disadvantaged groups in basic education under the background of China’s educational development concept of“improving the school-family community collaborative education mechanism”is proposed:strengthen the top-level design;improve home-school cooperation;promote social forces to participate in joint construction and governance.
