摘要
在大国博弈背景下各国竞相吸引高端人才,一场科技人才“争夺大战”在全球范围持续升温。尽管我国将人才作为创新驱动的重要引擎,但如何构建人才发展新机制、厚植适宜全球人才创新创业沃土仍需深入研究。省实验室是由省级政府主导、多主体参与、规范化运作的高水平新型研发机构,正成为我国科技人才的重要聚集地。采用“互联网+田野调查”方法,搜集到近5年全国17个省(市、自治区)102家省实验室案例,基于省实验室战略定位与人才发展规划,从人才规模、投入强度、激励机制、引才政策等方面梳理省实验室聚集科技人才的现状,分析我国省实验室科技人才聚集的发展趋势。
In the context of the competing in big powers,countries are competing to attract high-end technology talents,and a war for technology talents around the world has been on the rise.Although China regards talent as an important innovation-driven engine,further research still needs to build a new mechanism for talent development and cultivate fertile soil which is suitable for global talent innovation and entrepreneurship.In recent years,the provincial laboratory,a new high-level R&D institution dominated by provincial government,with multi-subject participation and standardized operation,isbecoming an important gathering place for technology talents in China.With the method of Internet searching and fieldwork,the study collected 102 provincial laboratory cases from 17 provinces and municipalities in recent five years.Based on the provincial laboratory strategic positioning and talent development planning,this study gathered the status of technology talents gathering from the perspectives of talents’scale,investment intensity,incentive mechanism and policies,and analyzed the trend of technology talents gathering.
