Six years ago,a moment instilled itself into the mind of Tsering Lhamo.She and her colleagues went to a deaf student's home in Nyanrong County.Itwas part of a routine delivery program they had to provide students with the learning materials they needed.Themomentthedeaf student saw the school uniform and supplies,however,she could barely contain herself with excitement.She then signed to her mother to help her get the uniform on right then and there.
