面向乡村振兴精细化治理的国土空间综合整治规划研究

Territorial Space Comprehensive Reorganization Planning for Refined Governance of Rural Revitalization

国土空间综合整治是实施乡村振兴战略的重要组成部分,然而“以地为主”的项目式整治模式对国土空间格局整体优化作用不足。当前,我国进入高质量发展全面推进乡村振兴新时期,要求实现跨区域统筹、多途径实施、多措施保障,亟须以国土空间综合整治驱动乡村生态优化、经济发展与功能提升。基于此,文章剖析了现有国土空间整治相关规划的特征与问题,构建耦合三层尺度、“三生”空间与“三规”技术的乡村国土空间精细化整治规划框架,建立“规划—设计—工程”有效衔接的规划策略与路径,面向实施提出完善组织协调、制度管理、资金运营等保障措施,以期为乡村振兴实施路径的探索提供借鉴。

Territorial space comprehensive reorganization is an important part of the rural revitalization strategy,yet the land oriented project reorganization is limited in the general optimization of territorial space pattern.As China enters the new era of high quality rural revitalization,it is imperative to realize cross regional integration,multi-approach implementation,and multi-measure insurance in territorial space comprehensive reorganization for the improvement of rural ecology,economy,and function.The paper analyzes the characters and problems of territorial space reorganization,establishes a planning framework integrating three spatial levels,"three spaces",and"three plans",and the implementation path of"plan-design-construction",and proposes insurance measures of organization and structure,institution and management,capital and operation.It provides a reference for the implementation path of rural revitalization.
