摘要
广州市的城中村集体物业对村集体经济发展和全市产业发展具有重要作用。土地征用及土地管理历史问题、村集体物业建设和经营管理不规范等导致的复杂的村集体物业产权,是村集体产业转型发展面临的主要障碍。文章以广州市为例,剖析其城中村集体物业产权复杂性的成因,并以产业转型发展为目标导向,提出强化政府规划统筹整合、细化补偿标准、提供过渡安置用地和资金保障等破解城中村集体物业产权复杂性与产业转型发展困境的策略。
The urban village collective property in Guangzhou has a vital impact on the village collective economic development and the industrial development of the whole city.Due to the historical problems of land acquisition and land management,as well as the non-standard construction and management of village collective property,the rights of village collective property are complex,which poses obstacles to the transformation and development of existing industries on village collective land.This paper suggests that the complexity of property rights and the dilemma of industrial transformation and development should be solved from the aspects of strengthening the overall integration of government planning,refining compensation standards,and providing transitional resettlement and financial guarantee,so as to realize the expansion and development of high-quality industries,the transformation and upgrading of general industries and the elimination and replacement of low-end industries.
