边境地区人口“空心化”问题研究

Research on“Hollowing Out”of the Population in Border Areas

随着我国经济发展和城镇化进程加速,大规模的人口流动和迁移日益加剧,边境地区大量农村青壮年涌入城市,导致边境地区人口“空心化”问题日趋严峻。结合当前边境管理工作实际,分析边境地区人口“空心化”现状、原因,以及给边境管理工作带来的政治安全、经济发展、社会稳定等方面危害,提出发展边境地区经济、充分利用国家政策支持、完善边境地区村民自治制度、实施“移民实边”等应对边境地区人口“空心化”的对策。

With the acceleration of China’s economic development and urbanization,large-scale population movement and migration have intensified.The rural young and middle-aged people in border areas pouring into cities,and the unreasonable planning of border villages have led to the increasingly serious problem of“hollowing out”of the population in border areas.This paper first analyzes the current situation of“hollowing out”of the population in border areas and its reasons based on the actual situation of current border management work.Secondly,it summarizes the harm brought to border management in terms of political security,economic development and social stability.Finally,it puts forward such countermeasures as developing the economy of border areas,making full use of national policy support,improving the villagers’autonomy system in border areas,and implementing the policy of“immigration to the real border”to cope with the“hollowing out”of the population in border areas,so as to provide reference for future border management work.
