Emergency Policing in Major Public Crisis Management: Value, Dilemma and Solution

重大公共危机的发生推动常态警务向应急警务转化。根据重大公共危机治理情境构建需求导向的应急警务,是践行人民至上理念的必然要求,是推动危机治理法治化、系统化的有效举措。目前,重大公共危机治理在一定程度上存在着应急理念缺位、内容边界不清、全过程机制建设不均衡和应急反应“一事一应”的短期性等现实问题。提出树立科学应急理念,明确应急警务的内容,确保应急不缺位、不错位;推动全过程应急警务机制建设均衡化,提高应急反应整体效能;建立“常态+应急态”的二元警务机制,适应不同社会状态治理需求等优化路径。

The occurrence of major public crises promotes the transformation of normal policing to emergency policing.The construction of demand-oriented emergency policing according to the situation of major public crisis management is not only an inevitable requirement to practice the concept of people first,but also an effective measure to promote the legalization and systematization of crisis management.At present,there exist some problems in the operation of emergency policing,such as the absence of emergency concept,unclear content boundary,unbalanced construction of the whole process mechanism,and the short-term nature of“one case,one response”.This article proposes following a scientific emergency concept and clarifying the content of emergency policing affairs to ensure that emergency response is available and accountable,promoting the balanced construction of the whole-process emergency policing mechanism to improve the overall efficiency of emergency response,establishing a dual policing mechanism of“normal+emergency”to adapt to the governance needs of different social conditions.
