Brief Reviews of the Difficulty and the Strategy of the Random Inspection,the Traceability and the Punishment System of Food Safety at the Grassroots Level

食品安全抽检、追溯、处罚制度是食品安全全过程协同监管的重要制度,三个制度互相配合,能够实现对食品安全问题“一追到底”。本文从抽检、追溯、处罚的制度安排及组合效应入手,探讨如何破解基层开展食品安全抽检、追溯、处罚工作中存在的难点、热点问题,为进一步推进全过程监管协同,建立统一权威的食品安全监督管理体制提供有益借鉴。

The random inspection,traceability and punishment systems are critical components of collaborative supervision throughout the process of food safety.The three systems can work together to enable the tracing of the food safety problem back to the source.Starting with looking at the arrangements and combined effects of random inspection,traceability and punishment systems,this study discusses how to solve hard and hot issues that emerged during the random inspection,traceability and punishment of food safety at the grassroots level.It also provides some suggestions on how to promote comprehensive supervision and cooperation and set up a unified and strong supervision system for food safety.
