社区治理是国家治理现代化的基石,是治理能力的体现,完善社区治理的理论体系与实践建设尤为重要。本研究围绕中央以及各省市贯彻落实社区治理的实施意见中的政策文本,运用扎根理论研究方法进行开放编码、主轴编码和选择编码,科学寻找出涉及社区治理的78个概念、120个范畴和4个主范畴,在明确核心范畴的基础上构建社区治理驱动模型,最终从多元性主体、改革性治理、制度性供给以及资源性统筹四个方面总结政策启示并提出政策建议。

Community governance is the cornerstone of the modernization of national governance and the embodiment of governance capacity.It is particularly important to improve the theoretical system and practical construction of community governance.The research centers on the policy text in the implementation opinions of the central government and all provinces and cities to implement community governance,uses the grounded theoretical research method to carry out open coding,spindle coding and selective coding,scientifically finds 78 concepts,120 categories and 4 main categories related to community governance,and constructs a community governance driving model based on the clear core categories,and finally from the perspective of multiple subjects,reform governance Summarize the policy implications and put forward policy recommendations from the four aspects of institutional supply and resource coordination.
