数字乡村与乡村振兴耦合协调及其障碍因子研究

Study on the Coupling Coordination of Digital Rural and Rural Revitalization and its Obstacle Factors

发展数字乡村是党和国家实现农业农村现代化的一条重要战略路径,其为乡村全面振兴提供了有利突破口。明晰数字乡村与乡村振兴的内在关系,衡量两者当前发展水平及协同程度,对于推动农村地区繁荣兴旺、推进全面乡村振兴和共同富裕具有重要意义。本文实证分析了2015—2020年全国30个省份数字乡村乡村振兴系统发展水平、耦合协调程度及影响数字乡村乡村振兴系统协调发展的障碍因素。结果表明:①数字乡村乡村振兴系统发展水平呈现上升性和空间非均衡性。随着时间的推移,数字乡村发展地区分异程度加剧,乡村振兴发展地区分异程度趋于减缓;数字乡村系统发展相对滞后,但发展进步速度逐渐赶超乡村振兴系统。②数字乡村乡村振兴系统耦合协调度逐步提高,形成良性发展。整体由濒临失调衰退向初级协调发展转变,但目前全国范围耦合协调程度仍然偏低,空间上呈现由东向西递减的格局。③阻碍数字乡村乡村振兴系统耦合协调程度的主要因子有农村产业数字化、农村数字产业化、农业生产水平、农村生活环境和农民收入水平,障碍度的变化趋势存在地区差异。据此,本文提出优化农村财政投入、提升数字产业化服务综合水平等建议以促进数字乡村与乡村振兴的耦合协调发展。

The development of digital villages is an important strategic path for the party and the country to realize the modernization of agriculture and rural areas,and it provides a favorable breakthrough for the comprehensive revitalization of rural areas.Therefore,clarifying the internal relationship between digital villages and rural revitalization,and measuring the current level of development and synergy between the two are of great significance for promoting the prosperity of rural areas,promoting comprehensive rural revitalization and common prosperity.This paper empirically analyzes the development level,coupling and coordination degree of digital villages-rural revitalization systems in 30 provinces and cities across the country from 2015 to 2020,and the obstacles that affect the coordinated development of digital villages-rural revitalization systems.The results show that:①The development level of the digital village-rural revitalization system presents an upward trend and spatial disequilibrium.With the passage of time,the degree of differentiation of digital village development areas intensifies,and the degree of differentiation of rural revitalization and development areas tends to slow down;the development of the rural subsystem is relatively lagging behind,but the speed of development and progress is gradually catching up with the rural revitalization subsystem.②The degree of coupling and coordination of the digital village-rural revitalization system has been gradually improved,resulting in sound development.The overall situation has changed from the brink of unbalanced recession to the primary coordinated development,but the degree of coupling and coordination is still low across the country at present,showing a pattern of decreasing from east to west in space.③The main factors hindering the degree of coupling and coordination of the digital village-rural revitalization system are the digitization of rural industries and the digital industry in rural areas.There are differences among regions in the change trend of the degree of impediment,agricultural production level,rural living environment and farmers’income level.Therefore,Some Suggestions are put forward to promote the coupled and coordinated development of digital villages and rural revitalization by optimizing rural financial input,improving the comprehensive level of digital industrialization services,vigorously developing rural non-agricultural industries,optimizing resource elements in urban and rural areas and enhancing interregional mobility as well as configuration recommendations.
