基于ISM-AHP的重大基础设施工程决策协同系统及评价指标分析

摘要 决策协同是解构重大基础设施工程决策复杂性的有效路径。为了全面深入地研究重大基础设施工程决策协同系统及评价指标,首先建立了由4个子系统组成的重大基础设施工程决策协同系统模型,利用ISM方法构建解释结构模型,明晰了子系统之间的相互作用路径。其次设计了由子系统、序参量和二级指标构成的重大基础设施工程决策协同评价指标体系。最后采用AHP方法确定了该评价指标体系的关键评价指标。 Decision collaboration is an effective path to deconstruct the complexity of decision in major infrastructure projects.In order to comprehensively and deeply study the decision collaboration system and evaluation index for major infrastructure projects,a decision collaboration system model for major infrastructure projects consisting of four subsystems was firstly established,and an interpretative structural model was constructed by using the ISM method,the interaction path between subsystems was clarified.Secondly,an evaluation index system for decision collaboration of major infrastructure projects was designed,which includes subsystems,order parameters and secondary indexes.Finally,the AHP method was used to determine the key evaluation indexes in the evaluation index system.
