Throughout the history of state-owned enterprises in socialist countries,the relationship between Communist Party organizations and other governance entities has posed a persistent challenge to state-owned enterprise governance.Addressing this issue has remained a crucial aspect of the long-term exploration of state-owned enterprise governance theory.Drawing on its unique national conditions,China has sought to transcend this challenge by consistently adhering to the principles of“the Party’s leadership over state-owned enterprises”and“establishing a modern enterprise system”to provide guidance for the reform of state-owned enterprise governance.The 20th National Congress of the Communist Party of China’s report on Chinese-style modernization offers a more comprehensive and in-depth response to this longstanding issue in governance theory,while also proposing new requirements for building a modern enterprise system with Chinese characteristics.In contrast to the traditional perspective that the Party organizations and corporate governance structures are incompatible,Chinese-style modernization first examines and evaluates the social attributes of these two entities,then re-evaluates their relationship,and ultimately analyzes the role of organic integration between the Party organizations and corporate governance structures.This response offers important insights for innovating governance theory of state-owned enterprises,including research questions,research directions,and research perspectives,and plays a crucial role in promoting the development of world-class enterprises.
