摘要 传统制造业作为基础建设的根基,是我国当下乃至未来实现经济转型的关键所在。当前,河南省制造业的绿色低碳转型已取得阶段性成果,能源利用率不断提高,污染物排放量持续降低,节能环保产业蓬勃发展,低碳转型成功案例层出不穷。然而,受自然环境与资源禀赋等因素影响,河南省制造业相对于全国其他省份而言,发展较为单一、产业结构偏重。因此,为实现“十四五”期间河南省的环境规划目标,必须进行环保制度改革,通过绿色技术创新提高资源利用效率,实施绿色经营创新提升企业核心竞争力,努力在加强绿色低碳重大科技创新、降低制造业生产成本、深度调整产业结构等方面下功夫。 The traditional manufacturing industry,as the foundation of infrastructure,is the key to China’s current and even future economic transformation.At present,the green and low-carbon transformation of the manufacturing industry in Henan Province has already achieved phased results,with energy utilisation rates increasing,pollutant emissions continuing to decrease,energy-saving and environmental protection industries flourishing and successful cases of low-carbon transformation emerging.However,due to factors such as the natural environment and resource endowment,the manufacturing industry in Henan Province is relatively homogeneous and mainly dominated by heavy industry compared to other provinces in China.Therefore,in order to achieve the environmental planning objectives of Henan Province during the 14th Five-Year Plan period,it is necessary to reform the environmental protection system,improve the efficiency of resource utilisation through green technological innovation,implement green business innovation to enhance the core competitiveness of enterprises,and strive to strengthen major green and low-carbon technological innovation,reduce manufacturing production costs and deeply adjust the industrial structure.
