存量发展背景下宁波市奉化区新城路网规划思路

Road Network Planning Strategies in New Town Under Stock Development

进入国土空间规划为统筹的新时代,城市逐步由外延式扩张向内涵式发展转变,在城市发展模式的转变下,道路网络规划的理念、思路和重点有必要重新审视和提升。聚焦于超大城市的新城,总结当前新一轮新城规划特点,选取宁波市中心外围新城奉化区为案例,梳理现状路网及既有路网规划存在的问题,紧扣国土空间“底线管控”发展新要求,提出规划新城路网时应处理好与国土空间的相互关系、精细化组织道路交通体系、强化对交通廊道存量空间的利用等三方面要求,支撑城市高质量发展。

In the new situation of national land use planning,cities are gradually changing from extensional expansion to connotative development.Under the change of urban development mode,the concept and focus of road network planning need to be re-examined and improved.This paper focuses on the new cities of megacities and summarizes the characteristics of current new cities.Take Fenghua District,a new city outside the downtown area of Ningbo as a case,the paper sorts out the problems of the current road network and completed plannings,and analyzes the new requirements for the development of land space.Finally,the paper provides three advices in road network planning to support the high-quality development of the city,including ideal coordination between roads and land space,detailed and fined road traffic organization,and optimal utilization of existing traffic corridor space.
