共同富裕视角下农村养老难题及应对策略

A Research on the Problems and Coping Strategies of Rural Elderly Care Under the Background of Common Prosperity

满足农村老年人日益增长的养老需求是推进共同富裕的必然要求。目前农村养老面临三重困境,一是正式养老资源的配置不均衡及有效供给不充分,二是农村非正式养老资源大量流失,三是农村老年人口生理及心理脆弱性强。在共同富裕视角下,应对农村养老难题要从三方面入手:一是完善制度保障,整合政府资源并激活民营力量,确保正式养老资源配置均衡且有效供给;二是重塑农村养老的非正式支持网络及家庭养老功能,发展互助养老并强化家庭养老的基石作用;三是提升农村老年人自我健康管理及自我心理调节能力,提高其自身生理及心理韧性。

To meet the growing needs of the elderly in rural areas is an inevitable requirement for promoting common prosperity.At present,the rural elderly care is facing triple difficulties.First,the allocation of formal elderly care resources is unbalanced and the effective supply is insufficient.Second,the rural informal elderly care resources are largely lost.Third,the physical and psychological vulnerability of the rural elderly population is much noticeable.Based on the idea of common prosperity,three coping strategies are proposed to deal with the problem of rural elderly care:First,to improve the guarantee system,integrate government resources and activate private forces to ensure a balanced distribution and effective supply of formal elderly care resources;second,to rebuild the informal support network and family support function for the rural elderly,so as to develop mutual-aid elderly care and strengthen the cornerstone role of family support;thirdly,to improve health self-management and psychology self-adjustment skills of the rural elderly,and their physical and psychological resilience as well.
