摘要
在对2002—2020年黑龙江省的技能溢价进行测算的基础上,从教育水平、环境规制、人力资源水平3个维度对黑龙江省技能溢价的影响因素进行研究.结果表明,教育水平、环境规制对技能溢价的影响是正向的,教育财政投入、技能劳动者的相对供给对技能溢价的影响是负向的.因此,政府应加大教育投入,提高环境保护水平和高技能劳动者数量,从而提高技能溢价所激发的效应,更好地为社会经济发展服务.
Based on the calculation of the skill premium of Heilongjiang Province from 2002 to 2020,the influencing factors of the skill premium of Heilongjiang Province was analyzed from three dimensions of education level,environmental regulation and human resource level.The results show that education level and environmental regulation have a positive impact on skill premium,while financial investment in education and the relative supply of skilled workers have a negative impact on skill premium.Therefore,government should increase investment in education,improve the level of environmental protection,and increase the number of highly skilled workers,in order to enhance the effect of skill premiums and better serve social and economic development.
