中医药法律体系构建与完善促进公立中医医疗机构高质量发展的对策研究

Research on the Countermeasure of Constructing and Improving the Legal System of Traditional Chinese Medicine for Promoting the High Quality Development of Public Medical Institutions of Traditional Chinese Medicine

《中华人民共和国中医药法》颁布实施以来,我国中医药法律体系初步建立,但存在立法不完善、立法滞后、针对中医医疗机构的专门性法规缺失等问题。面对新形势下的医疗卫生领域体制改革,各级公立中医医疗机构发展的瓶颈问题尚未有效解决。鉴于此,通过提出促进中医药法律体系逐步健全和完善的对策,从而推动公立中医医疗机构高质量发展。

Since the promulgation and implementation of the“Law of the People’s Republic of China on Traditional Chinese Medicine”,China’s legal system of traditional Chinese medicine has been initially established,but there are a series of problems,including imperfect legislation,lagging legislation and lack of specialized regulations for traditional Chinese medicine institutions.In the face of the institutional reform in the field of health care under the new situation,the bottleneck problem of the development of public medical institutions of traditional Chinese medicine at all levels has not been effectively solved.In view of this,it aims to promote the high-quality development of public medical institutions of traditional Chinese medicine by putting forward countermeasures to promote the gradual soundness and improvement of the legal system of traditional Chinese medicine.
