摘要
优化高校科技伦理教育的制度环境是推进科技伦理治理战略、增强高校教育治理能力、培育师生科技伦理素养的应有之义。高校科技伦理制度建设的制度环境包括强制性制度、模仿性制度和文化规范性制度等三个层面。在制度环境视域下,我国高校科技伦理制度建设正面临科技伦理制度体系滞后、科技伦理教育机制混乱、科技伦理制度认同式微等发展困境。“健全科技伦理教育制度体系,发挥制度的强制性作用”“拓宽科技伦理制度建设视野,彰显制度的模仿性特质”“强化科技伦理制度的文化认同,提升制度环境的文化规范性价值”,是高校科技伦理制度建设的可行路径。
Optimizing the institutional environment of science and technology ethics education in universities is of great significance for promoting the strategy of science and technology ethics governance,enhancing the ability of college education governance,and culti-vating the scientific and technological ethics literacy of teachers and students.The institutional environment for the construction of sci-entific and technological ethics system in universities mainly includes three levels:mandatory system,imitative system and cultural normative system.From the perspective of the institutional environment,the construction of the scientific and technological ethics sys-tem in universities is facing some practical difficulties such as the backward scientific and technological ethics system,the confusion of the scientific and technological ethics education mechanism,and the weakening of the recognition of the scientific and technological ethics system.Perfecting the system of science and technology ethics education,giving full play to the mandatory role of the system,broadening the vision of science and technology ethics system construction,highlighting the imitative characteristic of the system,strengthening the cultural identity of science and technology ethics system,and enhancing the cultural normative value of the institution-al environment are the feasible paths for its construction.
