高素质干部队伍建设中的选贤任能制度质量评价指标研究

Evaluation Index on the Quality of Chinese Meritocracy Institutions at the Background of Construction of High Competent Cadres

党的二十大报告明确提出,要建设堪当民族复兴重任的高素质干部队伍。高素质干部队伍是实现中国式现代化的组织基础,选贤任能制度是高素质干部队伍建设的制度保障。基于对领导人讲话、政策法规文件、座谈访谈记录、学术研究文献中选贤任能制度相关评价条目的搜集、筛选和编码,通过因子分析构建了包括依法合规、科学民主、完备协调、有效管用等四个维度15个指标的选贤任能制度质量评价指标体系。应用该体系对新中国成立以来27类选贤任能重要制度样本进行了量化评价,提出四方面建设高素质干部队伍的建议:坚持党管干部,提高制度设计的依法合规程度;坚持民主集中,提升制度实施的科学民主水平;坚持系统完备,完善制度实践的协同协调体系;注重工作实绩,增强制度运行的有效管用效能。

The 2oth CPC National Congress clearly put forward the need to build a high-quality Cadre Force that can bear the heavy responsibility of national rejuvenation.The system of selecting and appointing cadres and personnel is the institutional guarantee for the construction of a high-quality cadre force which is the organizational foundation for the realization of the Chinese path to modernization.This paper collects,selects the evaluation items related to the system of selecting and appointing cadres in leaders speeches,policy and regulation documents,interview records and academic research literature,and obtains an evaluation index system of 15 indicators in four dimensions including compliance with the law,science and democracy,completeness and coordination,and effective management through factor analysis.Based on the quantitative evaluation of 27 types of important systems of Chinese meritocracy institutions,this study proposes four recommendations for institution quality improvement and high-quality cadres construction:adhering to the principle of the Party supervising the performance of officials,improving the degree of legal compliance;adhering to democratic centralization,enhancing the level of scientific democracy;completing system,improving the complete coordination system;focusing on performance,enhancing the effectiveness of effective management.
